Should we merge the scope, on-topic and off-topic meta tags?

I suggest us to merge/synonymize the scope, on-topic, off-topic tags

Should we merge these meta tags? I am thinking of merging all of them into the scope one.

Scope and on-/off-topic are two distinct concepts

The topic of a post doesn't necessarily speak to its qualifications in terms of the scope of the site. For example a post qualifies due to its topic, but is rendered impractical because its scope is too wide. That's worth keeping in mind when considering whether or not both concepts need a distinct tag on Meta, or if any discussion or mention of one necessarily includes the other, thus a single tag is sufficient.
