Ignore NPM Modules Digital Ocean App Platform
There may be a better way to manage website's with JavaScript deployments. I added jest to my repo simply to execute tests when I make PRs as part of a GitHub action. This requires a package-lock.json to work. Unfortunately, the presence of this file will automatically kick off an `npm install` in Digital Ocean App Platform. This is causing some issues because I intentionally am not building that kind of app. I can think of other ways to have the tests performed without having to worry about all of this (pre-commit hooks, for example), but I do like having the checks built into the repo. I can't find any sort of ignore file for DO's tools. Suggestions welcomed?
