this is my build.gradle.app file:

plugins {
    id 'com.android.application'
}

android {

    compileNdk flutter.compileNdkVersion

    compileOptions{
        sourceCompatibility JavaVersion.VERSION_1_8
        targetCompatibility JavaVersion.VERSION_1_8
    }
    kotlinOptions{
        jvmTarget = "1.8"
    }
    sourceSets{
        main.java.srcDir +='src/main/kotlin'
    }

    defaultConfig {
        applicationId "com.example.block7"

        minSdk localProperties . getProperty('flutter.minSdkVersion').toInteger()

        targetSdk localProperties . getProperty('flutter.targetSdkVersion').toInteger()

        versionCode flutterVersionCode . toInteger()

        versionName flutterVersionCode . toInteger()

        testInstrumentationRunner "androidx.test.runner.AndroidJUnitRunner"
        value "test"
        targetSdkVersion 30
        minSdkVersion 30
    }

    buildTypes {
        release {
            minifyEnabled false
            proguardFiles getDefaultProguardFile('proguard-android-optimize.txt'), 'proguard-rules.pro'
        }
    }
    compileOptions {
        sourceCompatibility JavaVersion.VERSION_1_8
        targetCompatibility JavaVersion.VERSION_1_8
    }
}

dependencies {

    implementation 'androidx.appcompat:appcompat:1.5.1'
    implementation 'com.karumi:dexter:6.2.3'
    implementation 'com.google.android.material:material:1.6.1'
    implementation 'androidx.constraintlayout:constraintlayout:2.1.4'
    testImplementation 'junit:junit:4.13.2'
    androidTestImplementation 'androidx.test.ext:junit:1.1.3'
    androidTestImplementation 'androidx.test.espresso:espresso-core:3.4.0'
}

After running this file it provides me this error:

"could not get unknown property for 'flutter' for extension 'android' of type com.android.build.gradle.internal.dsl.BaseAppModuleExtension"

I have edited your question to include the error message (which should be added in the question, not an answer). Can you provide more details such as the application type, relevant package versions, etc.? Without it, it is hard to receive an answer and the question will be closed.
