At this time I am trying to manually install doxygen into msys64 but the computer I am using does not have access to the internet. When I try to start doxywizard.exe, I am receiving this error.

The code execution cannot proceed because libicuin75.dll was not found.

Does anyone have any suggestions or know what package I need to install?

Your application needs a dll to run, libicuin75.dll Search on google "download libicuin75.dll for msys".

Do not depend on any web, URL can be change so just search for DLL on google and download.

This is a good general way to fix such problems, but it is a big security risk. This is the way many viruses spread (the classical "trojan horse" route). Use common sense; estimate your risks; only use stuff from official sources which are unlikely to contain malware.
